Official government statement on the public release of Impel Down: "Since the emergence of the so called Devil Fruits, ordinary pirates and citizens have been granted extraordinary abilities, powers that allow them to do things beyond your wildest dreams.

Sadly, not all of those who come across these amazing fruits are good, most of the people allow the power to corrupt them. Instead of using their great powers for the good of the World Government, they revel in their selfish desires, much like the pirates who terrorized Sandy Island.
 
To combat these threat’s we have enlisted our own fruit users, ones who will lead the charge in demolishing piracy in paradise and beyond. However, what to do with these devils left us at a crossroads, do we ourselves stoop to the level of these savages and kill them?
 
No, we are above that and we are above them. Your World Government has built the greatest prison known to man, said to be impregnable and inescapable, a place to humanely contain the dangerous fruit users and all pirates alike. It will be known as, Impel Down!" 


Impel Down Description:
 
Publicly, the prison will be known as a humane way to deal with pirates, revolutionaries, unregistered devil fruit users, and anyone else the government deems a threat. The prisoners are treated well and will live out the rest of their lives in relative comfort, portraying the World Government as forgiving and noble governing body.
 
However, the reality of it is, the prison is mostly a façade and the levels are used to keep the prisoners in line and weakened mentally and physically. The true terrors of the facility lurk in the shadowy research centres and pathways that are built into the walls of the levels. These stairways and corridors are used by the staff, both prison and researchers alike to quickly and efficiently make their way through Impel Down, the walls of which are over two hundred meters thick. The insides of these walls have been lined with a greenish rock with strange properties called Seastone, it prevents the use of any devil fruits while inside of the prisoner floors.
 
These large walls contain many offshoot rooms, like laboratories for experimentations, sleeping quarters for both prison and research staff, and offices. The fruit users and anyone else with an odd ability or power are taken to the labs daily for tests and blood work, gaining any and all knowledge they can before the subject passes from the constant torture of the hells. Hidden passages are incorporated throughout the facility for staff use, allowing them to quickly and efficiently navigate the massive prison.


The prison itself is located in the Calm Belt only a few hundred miles from marine headquarters. Making it an extremely dangerous pace to visit if you aren't on good terms with he World Government.

Death, Execution, or Break-out.

There is no IRL(In real life) timer for your stay at Impel Down as you are there till you leave. There are only three ways to leave. Death, Execution, or Break-out.

Death: At Impel down death isn't always guaranteed, as it is the easy way out. Every Prisoner is given two chances before being outright killed. First strike a limb or another important body part may be taken. Second strike the unspeakable happens. Third strike immediate death. All interactions when it comes to punishments will be NPC'd and don't auto happen unless the PC affected wants that.

Execution: This is done by you being sent to Marineford to be executed or your home Island. Instances where you are to be executed depend on a few factors. Plot/Will of D spot. Prestige. And finally involvement with the site's plot. Executions can be either treated as a Level 2 or 3 Grand voyages just depends on the area it is being held. If held on your home Island it will be Level 2 with Moderate NPCing. If held on Marineford it will be Level 3 and have Heavy NPCing. You do not get to pick which type of execution you are given. Things you have done and those three factors will play a part in that. Finally, news of your executions getting a date WILL be published in the next issue of the News coo. Staff may extend this offer to you or you are able to request it in the notification topic. To request please fill of the sheet below and post it within your character sheet. Then link your character sheet in the notification topic. If you are approved for a execution IT will be made by Staff.

Breakouts: It is recommended that three Grand Voyages be done for your breakouts. Two set up Grand Voyages that can either be level 1 or 2. These set up Grand voyages are what will help you in your Level 3. Prisoners from bounties, voyages, grand voyages, and Events are sent to Impel Down. So interacting with them is permitted. Plot/Will of D spot, Prestige, Doriki, and if you have a previous relationship with them comes into play here. As those things can make it easier or harder to recruit for your break-out. Both set-up grand voyages can be done for the sake of recruiting. There however is another option when it comes to set-up grand voyages. And that is the smuggling of items.
