Official government statement on the public release of Impel Down: "Since the emergence of the so called Devil Fruits, ordinary pirates and citizens have been granted extraordinary abilities, powers that allow them to do things beyond your wildest dreams.
Sadly, not all of those who come across these amazing fruits are good, most of the people allow the power to corrupt them. Instead of using their great powers for the good of the World Government, they revel in their selfish desires, much like the pirates who terrorized Sandy Island.
To combat these threat’s we have enlisted our own fruit users, ones who will lead the charge in demolishing piracy in paradise and beyond. However, what to do with these devils left us at a crossroads, do we ourselves stoop to the level of these savages and kill them?
No, we are above that and we are above them. Your World Government has built the greatest prison known to man, said to be impregnable and inescapable, a place to humanely contain the dangerous fruit users and all pirates alike. It will be known as, Impel Down!"
Impel Down Description:
Publicly, the prison will be known as a humane way to deal with pirates, revolutionaries, unregistered devil fruit users, and anyone else the government deems a threat. The prisoners are treated well and will live out the rest of their lives in relative comfort, portraying the World Government as forgiving and noble governing body.
However, the reality of it is, the prison is mostly a façade and the levels are used to keep the prisoners in line and weakened mentally and physically. The true terrors of the facility lurk in the shadowy research centres and pathways that are built into the walls of the levels. These stairways and corridors are used by the staff, both prison and researchers alike to quickly and efficiently make their way through Impel Down, the walls of which are over two hundred meters thick. The insides of these walls have been lined with a greenish rock with strange properties called Seastone, it prevents the use of any devil fruits while inside of the prisoner floors.
These large walls contain many offshoot rooms, like laboratories for experimentations, sleeping quarters for both prison and research staff, and offices. The fruit users and anyone else with an odd ability or power are taken to the labs daily for tests and blood work, gaining any and all knowledge they can before the subject passes from the constant torture of the hells. Hidden passages are incorporated throughout the facility for staff use, allowing them to quickly and efficiently navigate the massive prison.
The prison itself is located in the Calm Belt only a few hundred miles from marine headquarters. Making it an extremely dangerous pace to visit if you aren't on good terms with he World Government.
Impel down
- Level 1 - Hell’s Hilton:
- • Level 1 : Torture Hell “Hell’s Hilton” – Level 1 is the only level that actively requires prisoners to be in their cells, as most of the lower levels do not have assigned quarters. This level is also the only level with an active twenty-four hour guard presence, keeping prisoners to a strict routine in which they are woken at four am for morning torture sessions using various devices and methods, next they are fed a large meat filled breakfast at eight am sharp. They are then sent back to their cells for reflection time for four hours, a meat filled lunch is then once again served at noon, after which they are to then immediately report for afternoon torture sessions which last for approximately three hours. After once again spending reflection time in their cells, dinner is served at six pm and lights out is at eight. This routine is repeated everyday without fail, prisoners of this level are also able to freely leave via the hole to level 2 at any time by asking a guard.[/size]

- The area is a large open room, the circular walls lined with prison cells, each one large enough to house at least thirty prisoners each, forty of them circled the room. In the center were ten large tables surrounded by torture devices. In directly across from the staff entrance about ten meters is the hole to drop down into level 2.
- The surface area of the total room was around one hundred and fifty meters.
- There also has been a addition of four steam powered elevators, each going to their respective floor. Implemented for new recruits to head to their respective floors.

- Level 2 - The Bog:
- • Level 2: Swamp Hell “The Bog” – This level is modeled after a quagmire, the floors constantly covered with a thick layer of water and muk, the closest thing to solid ground being the muddy banks. Those who find themselves here are plagued by leeches and mosquitoes constantly vying for a taste of their blood, large reptilian beasts lurk among the murky swampy waters, waiting for their next meal to happen into their jaws. With no reprieve from the damp humidity, the prisoner suffer a number of adverse effects to their bodies, trench foot and jungle rot being primary culprits. The hole to level 3 is found hidden in a large rock that jettisons out from the swamp in the very center of the level.
- The Bog is where pirates of 15,000,000 – 45,000,000 are held
- Replicating a swamp, it houses many dangerous creatures and bacteria from all over the Grandline, this level contains no cells for the prisoners and they must instead find shelter themselves, adding to the danger. The overall surface area is around four hundred meters.
- Due to the bacteria those without the protective equipment the guards were will suffer -1 to their endurance.
- No guards actively patrol the Bog but overlook it from the balcony that is forty meters above the wetland. Banawani are among the creatures that live here.

- Level 3 - The Void:
Level 3: Darkness Hell “The Void” – The walls and floors of this particular hell are designed to eliminate all background sound, thus eliminating audible cues that humans use every day to function. This coupled with the pitch blackness of the level is more than enough to disorientate a prisoner, however with their sight gone and background noise gone they are able to clearly hear the inner workings of their own bodies, including the beating of their hearts, inflation of their lungs, and even gurgling of their digestive tract. Prisoners of this level wander aimlessly in the dark, driven mad by the sounds of their own bodies, those he who are lucky or unlucky enough to find the hole to level 4 will find themselves greeted with an even worse hell.- The Void is where bounties of 45,000,000 – 60,000,000 are kept.
- The area of the level 3 is a flat surface with maze like walls, creating a dark labyrinth of which one can only hope to escape. The surface area overall is five hundred meters.
- Bluegori actively roam the labyrinth. Some have been adapted to the darkness and are able to navigate through it. But this has left them weak to bright light.
- Perception takes a -1 hit whilst on this floor without having a ability or equipment to deal with the conditions. This isn't just for sight but the other senses affected.
- Floor Chief – Nufuri Mitonii
- The Void is where bounties of 45,000,000 – 60,000,000 are kept.
- Level 4 - Camp Sunshine :
Level 4: Deprivation Hell: “Camp Sunshine” – Those who fall from the darkness of The Void are immediately greeted by the twenty-four hour intense ‘sunlight’ that illuminates this hell. Prisoners here are deprived of sleep with constant harsh lights and the playing of loud music that never ceases. Along with the inability to sleep, they are left with very little food and water, along with living in an almost desert like climate, the artificial light constantly putting off a large amount of heat along with the heat from level 5 rising up. Oxygen levels here are also kept at the bare minimum for the number of occupants, making it very hard to do any sort of physical activity. Unlike the other levels the hole to 5 is clearly marked by a tower of smoke constantly rising from it and the delicious aroma of smoked meat, further increasing their hunger.- Bounties of 60,000,000 – 100,000,000 are held here.
- Camp Sunshine resembles a dilapidated desert town, where inmates are allowed to roam freely due to the near death state they are constantly in. The overall surface area being the same as the level above it.
- Guards who makes errands here can be wearing gear that protects them from the bright shine, giving an option to the prisoners to steal for their benefit.
- Sight(perception) is targeted harder here due to the intense light. Even looking away isn't even to protect those from it. A -2 debuff hitting everyone not with protective equipment or those unaffected by bright lights.
- Floor Chief – Ghodi La
- Bounties of 60,000,000 – 100,000,000 are held here.
- Level 5 - The Smoker:
Level 5: Roasting Hell “The Smoker” – Prisoners of this level are forced to walk around the hot coals that cover that cover the entirety of the floor, being just hot enough to cause burns, but not set fire, constantly ‘cooking’ the prisoners. The walls and roof being metal, they keep the heat in and cause the smoke to stay trapped, safe for the bit that leaks into the upper level, essentially turning into a giant meat smoker. As those inside are slowly cooked until they die and are then turned into meals that are fed to the prisoners on level 1.- Bounties of 100,000,000 and up are held here.
- The overall surface area of this level is six hundred meters.
- The intense atmosphere, the heat slowly burning you up, and even if you fly in the air the heat will get to you. Unlike other floors the only way to avoid this harsh environment is to have immunity to it. Even the protective equipment staff have only lowers the heat so much. Endurance takes a massive -2 hit without protective equipment whilst those with protective equipment suffer a 20 doriki debuff. Aquatic creature suffer the most on this floor and take a hit -1 hit to willpower. Simply due to that the Vice Warden rarely comes to this floor.
- Floor Chief- Boukai Atashi
- Bounties of 100,000,000 and up are held here.
- Level 6 - Dead Mans' Land :
Level 6: The Forgotten Hell “Dead man’s land” – The lowest level of Impel Down, the Forgotten Hell is exactly that, a place where the worst of the worst, people who have committed atrocities like no other are locked away and left to rot. The prisoners here are put into a jacket that restricts mobility for even the strongest of beings, shackles are locked onto their ankles, blindfolds cover their eyes, heavy chains bind them to the wall of the small cells they are abandoned in, being only a few meters larger than occupant it contained as each one was specifically constructed with the individual in mind. Locked away forever with no way out, food and water being brought scarcely, if ever. Survival here depends on the prisoners mental fortitude alone, as not even god can save you from this hell.- Prisoners on this level do not require a certain bounty, instead they have committed acts or atrocities against the World Government that are so great they have been wiped from history and left here to rot for the rest of their days.
- Those up for execution are also placed on this level till their execution date.
- Dead man’s Land is under the direct supervision of the Chief Warden Boomer and Chief Researcher Sakura Stein, all others must be granted special permission to even know of the floor’s existence, let alone access it.
- Prisoners on this level do not require a certain bounty, instead they have committed acts or atrocities against the World Government that are so great they have been wiped from history and left here to rot for the rest of their days.
