A sealed off chamber built underneath the Lord's Castle, the restricted region acts as a neutral meeting ground for the Kingpins and Lordship concerning the affairs of Baltigo. Every meeting held must be within the presence of the mediator, a neutral party assigned by the Lordship, as well as the only person capable of granting access to the otherwise impenetrable chamber.

Four pairs of feet slowly clattered down a well crafted stone staircase, the sound of their descent echoing through the spacious chamber. There was only silence and an air of importance coming each individual as they came to a stop at the landing of the stairs, each proceeding to an assigned seat at a hexagonal table that was fit to be a well preserved antique kept in the most pristine conditions. White lanterns illuminated the space aptly enough, as a new figure approached from the darkness deeper within the chamber.

"Welcome welcome! It's been quite awhile, Third, Fifth, Sixth, and Ninth. Shall we get right down to business?" the masked figure said overly enthusiastically, almost uncanny in his execution. He was well dressed, much like a magician or a casino dealer, and his head was covered with an equally dapper top hat. Yet the more he spoke, the less human he seemed to be, his tone and words were like hollow caricatures of how a normally enthused person would sound. Still, his introduction wouldn't last long.

With no hesitation, one of the figures at the table bellowed out. "Cut the shit Randi! We're here about the Revs, I don't want any of that formal robotic garbage." The man who roared, Diego Santiago Esteves, was the Sixth Kingpin, his temperament and appearance a perfect match to his profession as an explosives expert. It wasn't difficult to see where exactly his nickname of 'La Bomba' originated from.

"Of course, of course, my apologies Sixth." Randi expressed, giving a small bow in the volatile man's direction. "But please, call me Mediator when conducting official business."

"C'mon Diego, you know better. Believe me, I wanna wrap this up just as quick as you do." the suited man responded, taking a long drag of his lit cigarette before blowing smoke up into the air as a polite gesture. It was the least he could do to fit his reputation as 'The Good Doctor'. Sebastian Barton was an extrovert by nature and extremely sociable, and all things considered, he was relatively grounded. This was in sharp contrast, however, to his position as the Fifth Kingpin. While his medical prowess was hard to match, so was his price.

"I agree, this shouldn't even be an issue." concurred the cybernetic man with sternness that drove home the point that he would rather be anywhere else. As the Third Kingpin, Isaiah's interests rested solely on his own self improvement. To that end, he didn't hold much respect for the position he held, as it was only a resource for him to utilize. Still, the bureaucracy that came with the title often gave him second thoughts about his choice.

"Now now, let's take our time here. If it wasn't important this meeting wouldn't have been called." interjected Hemingway, the Ninth Kingpin, politely. Unlike Isaiah, she found nothing but pleasure in the bureaucracy of Baltigo, and the manipulation that came with it. With life being so fleeting, the woman known as Miss Ruins saw it fit to drag others around as tools, all for the sake of her passion for artifacts. With the bulk of her storage on the island of Baltigo, any drastic change that may come about affected her greatly, hence why she organized the rare meeting herself.

With all of the participants settled, Randi took his position standing at the head of the table, ready to facilitate the forum of discussion. "Now that we're in agreement, let's begin. First order of business, the Revolutionary Army."

With a swift decisiveness befitting of her true nature, Miss Ruins set the pace of the conversation. "I'm against it. I've spent this long staying out of the petty squabbles of the government and I have no intention on changing that. Especially by pledging my allegiance to their enemies." It was a stance she anticipated at least Bas to share. After all, while they were Kingpins, they weren't criminals by nature.

As predicted, the rather lax doctor finished off a second drag of his cigarette before chiming in. "I agree. It's simple business, there's no need to isolate our markets." the Good Doctor noted, playing the field passively. He had no reason to lay everything on the table as Hemmingway did, and she had already set the pace. Rather than stirring up any more of a fuss, Barton was content to take her lead.

The group sat in silence for a moment as Randi shot energetic glances towards the other two kingpins who had yet to speak up. This time rather than Diego making an outburst, he was beaten to the punch by the cyborg Isaiah. "C'mon. It's not like it'll change much. The marine presence on Baltigo has been weak forever. I've worked closely with the Revolutionaries for years now, it's more lucrative than you'd think."

Surpsisingly, Diego didn't have much to add, instead closing his eyes and folding his arms, nodding aggressively in agreement. "Mhm. Mhm."

Placing his index and thumb on the chin of his mask, Randi acted as if he were in deep thought before speaking. "It looks like we're at a deadlock. You know the rules. No one can leave until a majority is in agreement."

With a long and exaggerated groan, Diego threw himself back in his chair. More than anything the thought of being stuck here ate away at him. A long silence followed his display before he couldn't handle it any longer. "Seriously?! Guys! ...and gal. Just like nuts and bolts over there, I've been helping out the Revs here and there. The benefits are HUGE!" Diego exclaimed, making explosion noises with his mouth as he tossed his hands into the air.

"As much as I hate to agree with homegrown terrorist over there, he's right." Isaiah elaborated. "For instance, all those paper trails you hate dealing with Bas, the Revolutionary Army makes them disappear, free of charge."

Having been previously engaged with the topic at hand, Bas' ears perked up and his attention was grabbed when Washington mentioned his paper work. Even as a clinical specialist, Bas hated dealing with papers, and it was even worse now that his practice had gone underground. Now he actually had to keep track of everything to make sure nothing went where it wasn't supposed to. Putting his cigarette out on the table, he turned to both Diego and Washington. "Go on..."

Before either one could speak, Miss Ruins interrupted the negotiations. "Are you kidding me? Bas you lazy fucking prick." Quickly, Hemmingway cut herself short as she was surprised by her own vulgar outburst.

"Anyway, as I was going to say, Marx will take care of your dirty work. All you have to do is back him up when the time comes to do so." Isaiah concluded, pulling out a piece of parchment from a compartment in his chest, sliding it over to both Bas and Hemmingway. "All you have to do is sign and it'll be done. The commitment he expects isn't huge, it's not like your joining his army. He just wants friends in high, or rather low, places."

Sensing she was in the minority, Miss Ruins nodded her head along, feigning reluctant agreement as both she and Bas signed the paper. "Now what?"

"Now we talk about how we're gonna blow the damn CP agents at the casino sky high." Diego said with excitement, standing up and placing his hands onto the table.

"Slow down there bud. We can't just blow up the Grand Casino just before it's about to open. That Casino took a part of all of us, you included idiot." Bas said, pulling out another cigarette and placing it into his mouth. While he dug in his pocket for his lighter, Isaiah Washington spoke up.

"Obviously. We know the government is going to make a move the night the Casino opens. We won't announce our alliance until they strike. They'll be taken by complete surprise and we can wipe them out handily." the cyborg said, eyeing the weapon on his hand.

With the situation becoming more clear, Hemmingway wasn't as opposed as she had been. From what Washington said, and from what she had known already, Cipher Pol had infiltrated the Casino and was aware of the Revolutionary presence. A conflict on opening night was inevitable. But, if four of the kingpins and the weight of their districts suddenly backed the insurrection, the agents would be forced to withdraw and the opening could proceed. It all seemed to add up. "Interesting. I guess that's the plan then, we wait for Cipher Pol to move and we sweep the rug out from under them."

With the meeting concluded, Randi clapped his hands together. "Excellent! Now with everything settled, please see yourselves out."

As the four Kingpins slowly stood up and made their way back up the staircase, the lights dimmed behind them. Bas, lighting his cigarette, looked up towards the surface above. "Opening night sure is gonna be eventful..."
