Sandy Isle

Sandy Island. Over the last few months, activity on the isle has caused and impromptu general meeting among the nearby marine bases to Marineford. Leading this general meeting, would be Vice Admiral Oden Beckham. Currently present within the meeting room was Rear Admiral, James "Arrow" Sparks and several Commodore's from the Branch 44, 67 and 88 Factions.

"This meeting is to discuss the issues currently occurring on Sandy Isle. The first half of this presentation is pretty much reports, so bare with me as I go through the information. We're in for long one... so if anyone has any queries, write them down and keep them until the end of this whole shindig, capiche?" Beckham declared, slipping back into his mafia upbringings in his manner of speech when nervous. Cough to clear the air in the room, the man would begin his report.

At the helm of the table, a projector screen descended with Beckham standing on it's left, revealing a metallic stick, which he'd use to point out certain information on screen as he'd progressed through the powerpoint. The light from the Den Den that hung from the ceiling, presented the picture in clear, almost 720p Quality. Appearing on the screen would be the faces of the most notorious pirates who'd been making a name for themselves, at the cost of the locals, a name for themselves on Sandy Isle.

"If you'd look at the screen ladies and gentlemen. On Sandy Island, the most notorious nation is one known by the name of Alabasta. Within their nations contents, these pirates have been causing quite the uproar. We've lost marines, civilians and members of the Noble Court in their respective incidents, so I'll start in no particular order debriefing each of you, who these men and women... are and what you'll need to look out for. All of this information will be contained in your mission files on the desk in front of you. Be sure to pass it on to your men." Beckham continued.

"Note, all these bounties are of their last issued to the public. We've adjusted them among bounty hunters to suit... but to know avail. First up, is this man, Cetus Neptune. He's running around calling himself Oceanus, after the famed God Of The Sea Tribe from Fishman Lore. His bounty is currently 12,000,000 but him and his crew the Crazy Heart Pirates are responsible for force recruting slaves and destroying the port in one of Alabasta's major cities, Nanohana. He's known to be extremely volatile and vicious against humans." Beckham reported.

"Next up... is the most troublesome of the lot. I can't even leave him for last as his actions disgust me." Beckham said, changing the slide from the four displayed bounties, previously zooming in on Cetus, the presentation flicked to the next slide, showcasing a red headed Mohawk man's demonic face. Flicking the slide once again, the scene depicted through the pictures was that of dead bodies found throughout his various incidents in Alabasta. "I don't know where to begin... This man's name is Bazil 'Warhead' Styx. After multiple reports from our agent on the ground Hannibal, we've drawn the conclusion he's an unregistered Devil Fruit User using an unknown Devil Fruit." Beckham stated with the most stern of expressions sighing.

"Arson being his most frequented crime. He's wanted for Treason against the Crown of Alabasta, The Murder of Two Princes, Killing Of The King, Destruction of Public Property in three major cities, Alubarna, Nanohana and Rainbase. Several counts of mass murder and various other crimes that I'm too sick to even talk about during this presentation. What makes this man's dangerous is his seeming ability to transform parts of his body into firearms of all kinds and grades. His bounty is currently 68,000,000 Million." Beckham reported.

Continuing with the slide show, "Next up is Lina Askr. She has a 51,000,000 Million Bounty on her head but don't let the innocent childish face fool you, this woman is a murderer and possesses on record, two of the most famous Meito's in the World. She's not as volatile as Bazil, but she's just as dangerous. What's tricky about her position is her connections with the Crown, she's been dubbed an unofficial National Hero. However, we can't let her escape unpunished!" Beckham reported.

Flickering over to the last slide, "This man- Mink is probably the least violent of the four but his plotting has left me with the most uneasy feeling in my gut yet. He's managed to rack up a higher bounty than Bazil, not for violent crimes but for unifying the Twelve most ruthless Bandit Families on Alabasta under his one flag. He's also kidnapped two members of the Royal Court, a National Hero and his sister, the bounty hunter duo of Jin The Bull and Annabella The Mark. He's killed one of these Bandit Kings in broad daylight in the same casino incident with Bazil, who he's seen to have some kind of alliance or connections to. Among these Bandit Kings, Barron who was once a former Commodore among our ranks was squashed like an insignificant fly. From our interrogations, he's petrified of the Minks now." Beckham reported.

"For the next part of the presentation..." Beckham stated, clicking off customised Den Den that was projecting the images on the screen. "I'll turn over to our friends from the Cipher Pol." Beckam stated. Appearing out of what appeared to be mid-air was three men dressed in black cloaks with animal face masks on. "Gentlemen. Aside from these pirate scum... We have even more pressing issues on our hands. Issues that the World Government will need you to prioritise." Birdal, acting head of the Cipher Pol One Reported. "Several miles off the coast of Alabasta shores lies an island known simply as Cactus Island. Due to geographical shifts, it's become part of the Sandy Island chain. On this island, the Revolutionaries have setup a base of operations and from our reports, have been planning to support a coup-d'etat. The Revolutionaries hope to place Supernova Lady Diana on the throne, as she has the Blood of the now deceased King of Alabasta flowing through her veins. This operation is being lead by one of the Revolutionaries big guns, a man simply known by the name Juego Patron, a known arms dealer on Baltigo." Birdal reported.

"Now... many of you might ask... Why would the Revolutionaries want to place a pirate on the Throne? Simple. Lying in the Royal Ruins of Alabasta, lies fragments of a meteorite. You already know where I'm going with this... A Power rumoured to be more deadlier than Devil Fruits, an Ancient Weapon!" Birdal shouted. "You fine gentlemen get to be a part of history. Your goals are simple. We'll use the pirates as the scapegoats for this whole incident. Everything that happens on Cactus Island and Alabasta will be blamed on these four pirates, elevating them to Supernova Status. Us in the Cipher Pol will handle the Rebels... just neutralise the pirates." Birdal reported. Chiming in, playing with a dart through the crevices of his fingers, "Arrow" couldn't keep quiet any longer. "So essentially... We're being brought in to handle the Cipher Pol's dirty work as usual. Spending good tax payers money to run around playing spy-" Sparks dialogue was interrupted by Birdal firing off a Wind Blade at his face. Coating the dart in Busoshoku Haki, with one swift motion, Sparks through the dart, dissembling the bladed pillar of wind.

"Woah Woah... I know I was suppose to wait until the end but I just couldn't let this bullshit of a presentation go on any longer. I'm fine with neutralising the pirates... but let's say we get our hands on the 'Moon Rock' or the Poneglyphs you speak of... How will we read it? No Sane Three Eye'd tribe member or skilled archaeologist would put that kind of information in the World Governments hands-" Sparks speech was interrupted by Birdal's obnoxious laugh. "If you'd hold onto to the end, I would've gotten to that part. Your next mission is to retrieve Hannibal Uchis. He's a marine whose currently hiding his identity as a Three Eyed Clansman. Tell him that HQ has offered him a promotion to Commodore, and he has to return back to Marineford immediately. We'll get the stone and oust the rebels... you kill the pirates... let one or two of them live and you'll get Uchis." Birdal concluded. As soon as the man speech ended, the three members in the room disappeared in thin air, those fast enough would've noticed they'd just gushed through the open window at the other side of the room. "Now. Any questions?" Beckham inquired amongst the room.

"Pretty much we're inciting an Civil War and reaping the benefits?" Sparks inquired, snarling at the end of his sentence. "Anything for Absolute Justice. This plan has been stamped by Admiral Usagi himself." Beckham concluded, quelling the doubts of all present in the room by showing the marines the man's approval stamp on the parchment he'd remove and reveal from his suit's chest segment. "One final note... Lady Diana's longtime rival, Soju "The Red Fox" has been spotted heading towards Cactus Island. However, Soju doesn't seem to be aware of Diana's plots for the crown. Should our plan fail... We have a contingency plan. What I'm going to tell you next also comes from Admiral Usagi... It's a new system to balance out the seas. It's called the Shichibukai Project." Beckham said grinning.  

Soon the doors to the meeting room would swing open wildly and there would be a Marine Captain. Covered in his own sweat as he began to spew everything he could about what had just transpired on Water 7. With the news of this their next course of action was quick. Two Island now would be sent large fleets of Marines now.
