Personality Overview: To Boudica, ensuring that the Celestial Dragons are protected is of the utmost importance. Since becoming fleet admiral over 10 years ago, she has caused sweeping changes in how the marines operate due to her prioritizing the protection of the world nobles and other notable figures. With her approach, pirates have been able to cause havoc for figures that aren't under her protection, but she has made sure that none of the celestial dragons have even been within an island's distance of anyone who intends to harm them, even on occasion using her own immense strength to directly deal with threats if needed. Boudica believes that as long as the descendants of those who formed the world government in the first place are taken care of, the rest of the government will be able to run smoothly and maintain power. Boudica has extreme trust in her admirals to the degree that she believes that they can handle any threat that arises that doesn't directly threaten the world nobles. As such, she typically only travels from Mariejois to Marineford when she is needed to settle a dispute or make an urgent decision and leaves everything else to her subordinates to handle on their own. Due to this, the other three admirals are in a constant struggle for power to fill the vacuum left in marineford when she isn't present.
