- Pirates are seen as the criminals of the sea. While each crew, and even each individual pirate, finds his own calling to the sea, the World Government views each and every one of them as criminals. Some may sail the seas solely for the sake of adventure, while others are driven by greed and fables of riches, yet still there are those who have their own reasons for choosing a life of piracy, and they tend to be the most dangerous of all. A pirate is anyone who belongs to his/her own organization, generally following a code premade by either him/herself or a crew. Pirates do not abide by the laws of the sea set by the World Government, nor do they adhere to the strict standards and organization of the Revolutionary Army.CrewWhile the entirety of pirates isn't an organized force, like-minded pirates with corresponding goals often come together to form crews. These are called crews and represent a band of pirates who have agreed to travel together under one banner and one code. Crews have a myriad of different positions for pirates to fill, but there are only a select few, which are mandatory for a crew to be acknowledged by the world. These required occupations/positions are Captain, Navigator, and Doctor. Other positions including First Mate, Swordsmen, Blacksmith, and many others are common positions found throughout Pirate Crews.AlliancesPirate crews will sometimes come together to form an alliance. Whether permanent or temporary until something particular is attained, pirate alliances aren't too common in the world. These alliances can be formed for any number of reasons including a common enemy, a common goal, or even simply one pirate captain owing another pirate captain a favor.YonkoReferred to as the Four Emperors, the Yonko are the four most notorious and most powerful pirate captains in the world. They are not allies nor are they strictly enemies of one another. Rather, the four prefer to remain autonomous under most circumstances. Often these Pirate Captains have an entire army of Pirates at their disposal rather than just a crew. They are both feared and revered by Pirates across the world.

ShichibukaiThe Shichibukai are the true dogs of the World Government, Pirates who have sworn allegiance to and work with The Marines. Upon becoming a Shichibukai a Pirate is allowed access to Marineford and the Gates of Justice. They are required to follow commands from Admirals or above and their bounty is frozen at the level it was when they became a Shichibukai.

Super NovaSuper Nova stand out among Pirates as those who have made a name for themselves. The World Government has recognized you as a true threat and a notable Pirate. To be considered a Super Nova, one must have committed an act fit for the title. For example, Luffy destroying and escaping Impel Down that was issued for a Buster Call was a notorious enough act to be recognized as a Super Nova. Those able to gain this title have a spotlight on them that they can either shine or fold in.
Not all Supernova are regarded the same. Being judged on their bounty, feats, and assumed or known motives. Generation types also come into play in regard to ranks in threat level.In regard to threat level each Super Nova upon gaining their title is given a threat level. Low Threat, Moderate Threat, Sever Threat, or Major Threat. These levels can increase with a re-evaluation of the Super Nova, being able to increase or even decrease. Generation Types: Worst, Upstarts, and Wannabes. The Generation type only changes when at least three of the current members either die, branch-out, or time out. Dying is self explanatory. Branching out could be when they move to a different World Position such as Warlord. Timing out is when they have reached the New World.

- The Marines compose the military branch of the World Government. They are the tools used by the World Government to maintain order and peace all across the seas of the world. The Marines stand as a symbol of justice and authority, often revered by common citizens, they are feared and hated by Pirates and Revolutionaries alike. While the Marines function as a singular unit with various ranks and a hierarchy ranging from Fleet Admiral at the top to the lowliest of foot soldiers, there are many among its ranks that interpret justice in their own way.Units/Battalions:Similar to Pirate Crews, Marines often travel in Units or Battalions. Obviously, a unit is a smaller form of a Battalion and these often consist of a single ship lead by anyone ranging from a Marine Captain to a Rear Admiral. These Units are often constructed like a Pirate Crew with a leader of some kind and then a range of officers to govern over the rest of the Marines aboard the ship. Battalions are a collection of Units, ranging anywhere from three to fifteen ships worth of Marines and are under the control of any Marine Vice Admiral or above.Fleet AdmiralThis is the highest rank one can attain while still being considered a member of the Marines. The Fleet Admiral is in control of the entire organization and can give orders across the entirety of the Marines. The Fleet Admiral and the three admirals are the only ones within the Marines capable of legally initiating a Buster Call, as well as granting World Government agents or lower ranking Marines the right to do so. The Fleet Admiral can also dismiss or appoint a Shichibukai at any time.

AdmiralThere are only three Admirals within the Marines at any given time and are considered to be the second highest position within the faction. Each of the Admirals is required to possess extremely proficient combat abilities and are seen as the most powerful members of the Marines. They are the only Marines, along with the Fleet Admiral, able to issue a Buster Call on any island they deem a threat.

Vice AdmiralVice Admirals are just below Admirals and there can be a decent number of these Marines. These officers are also proficient combatants and must be intelligent leaders as they are often in control of powerful Units and even Battalions. When Buster Calls are issued it’s often Vice Admirals who are the ones carrying out the orders and leading the strike.

Rear AdmiralA Rear Admiral is the first rank a Marine can truly be considered an “admiral”. This rank is often in control of powerful Units with several Commodores or Captains beneath him/her at disposal. There is no limit to the number of Marines who can attain this rank, but one must be able to demonstrate notable battle prowess both physically and strategically.

Commodore*A Commodore is a Marine who can captain his/her own units but is often under the orders of higher ranks such as Rear and Vice Admirals. However, Commodores are often in charge of the Marines in a certain sector of an island and can be seen as Head of Patrol units on islands. Highest starting rank for a Marine.

Captain*A Captain is just below a Commodore but functions similarly in that he/she can captain an entire ship/Unit but is often under the orders of higher ranks such as Rear and Vice Admirals. Captains are often in charge of patrolling the waters, not quite powerful enough to be trusted with protecting sectors of islands, but acting as the first line of defense or surveillance for any enemy activity.

Ensign*An Ensign is the lowest rank at which a Marine is distinguished above a common grunt or foot soldier. This is a Marine who has proven themselves to be at least above the common man and is always placed under direct command of a Captain or Commodore, often that person’s right-hand man. revolutionaries

- The Revolutionary Army is the antithesis to the Marines and the World Government alike. The Revolutionaries operate similarly to the Marines, with a hierarchy and the organization of a true army, but stand against everything their counterpart stands for, and as a result are the main threat to the World Government. They are viewed as terrorists by the World Government, but see themselves as a force to stand against the injustices brought about by the World Government. The Revolutionaries aren’t just freedom fighters, however; they seek to shine a light not only on the government but the world at large. Their goal is to unveil all the secrets hidden in this world and the new one.CellsRevolutionary cells are composed of at least three individuals with one acting as the leader. These cells are dispatched on various missions, usually covert and can compose of any rank so long as there is at least one Revolutionary Lieutenant or higher reigning over the cell.TroopsA Revolutionary Troop is the compilation of three or more Cells. Troops are usually formed for more dangerous missions where combat is most likely guaranteed. Troops are led by a Revolutionary General.Revolutionary CommanderThe Revolutionary Commander is the head of all Revolutionary forces in the world. He/she can give direct orders to any member of the Revolutionary at any time and is seen as the World’s Most Wanted Individual by the World Government. The Revolutionary Commander often worries about the big picture, planning and ordering missions with long-reaching effects while he/she leaves the more immediate missions in the capable hands of the Generals or even Captains.

Revolutionary ChiefThe Chief position is held by just five individuals within the army and each one is seen as the Commander’s right-hand man. Each Chief is put in charge of a certain aspect of the army such as the Chief of Staff. The Chief’s main job is to watch over this certain assigned aspect and report any changes regularly to the Commander. Chiefs are often some of the most feared and deadliest members of the Revolutionary Army.

Revolutionary GeneralThese Revolutionaries are often under the direct command of a Chief but also trusted with high levels of autonomy. Cells lead by Generals are some of the most capable and deadliest in the world and many Generals even have Captains and Lieutenants reporting to them on a regular basis. They are highly trusted by the Chiefs and Commander and are expected to lead day-to-day operations based on their own judgment.

Revolutionary Lieutenant*A Lieutenant is the first notable rank within the Army and stands to recognize those Revolutionaries who stand above the common foot soldier and have begun to make a name for his/herself. This is the first time a Revolutionary can be apart of a Cell rather than just a common soldier and is always under the direct command of at least a Captain or above.

- The Black Market is the seedy dark market of the world, spanning across several islands including Baltigo, Water 7 and Nanohana. Buyers can find just about any good or service they desire in the Black Market, ranging from slaves to weapons to drugs. As for sellers, the Black Market is the place to be. If you’re willing to sell it, odds are there’s a buyer out there somewhere.Brokers:Brokers are those who have made a name for themselves within the underworld’s Black Market. They are individuals who have truly studied their trade and dedicated themselves to supplying certain goods or services to the rest of the world. Brokers are often respected among the Black Market community and cut special deals with manufacturers or even notable individuals in the world. Can only become one through character development/own plot.

Their goods and services are usually the cream of the crop and everyone who’s anyone within the Underworld knows about the Emperors. Can only become one through character development/own plot.

cipher pol

- The Cipher Pols are secret cells stationed throughout the world and investigate for the World Government. They supplement the Intelligence Branch of the World Government's Marine forces, but can operate more as a counter-insurgency agency that also has more general law enforcement duties. If they encounter pirates, they will apprehend them, but, as an agency, Cipher Pols seems to focus more on political threats to the World Government than more generic criminals. There are eight official Cipher Pols: CP1, CP2, CP3, CP4, CP5, CP6, CP7 & CP8. And along with hose there are two unofficial units, which are named CP9 & CP0.

- Bounty Hunters are individuals who pursue those with World Government issued bounties on their head. Unlike mercenaries or assassins, who are hired by the government to hunt down criminals, bounty hunters and bounty hunter groups operate completely independently, working outside the law to capture criminals. These Bounty Hunter ranks are a means of separating lower tier Bounty Hunters from the upper echelon. It's not unusual for hunters with high Star ratings to be commissioned for work and operate like assassins. These Star Ratings aren't usually recognized by those outside of the Bounty Hunter community.

prestige points

- Prestige Points are a numerical based vale that gauges how many prestigious acts someone has performed for their faction. They aren't given out as sparsely as Doriki, but they still aren't easy to come by. Show your loyalty and that you're a force to be reckoned and you'll be pocketing these in no time. Post a topic you wish to have evaluated in the Development area and if you are due for any Prestige Points along with other rewards, staff will give them to you. Please note, doing a topic beating up a few NPC pirates is not worthy of Prestige points and in most cases it needs to be something that contributes to your faction or in the case of pirates, shows you deserve to be infamous and revered.
Prestige Points works for Marines similar to how Bounty works to give pirates notoriety and "fame". The more Prestige one gets, the more they can expect to be hunted before becoming too big of a threat to contain.
*Signifies the following is a rank that PCs are allowed to start their characters as. You will not receive the starting Doriki and only half the Prestige required for the rank will be give to you.
